Title of the article is click-bait.
Gdebi is still existing. You must install it from App Center. („Oh! It's terrible! It it's horrible! I'm dying!”). I don't understand where is the problem.

Here's the situation: user goes to Chrome download page, is given a deb, is told to double-click on it to install … and nothing happens in 23.10 apart from an error appearing to say it can't do it (which doesn't tell them the user how they can).

To my mind that is not as "easy as it used to be" when double-clicking the deb would open the software center and let the user hit install.
