That's the last RC from Feb 10th. There have been no releases since.
You are right. But the release is available on Gitlab: https://gitlab.gnome.org/GNOME/gimp/-/tags/GIMP_3_0_0 since a few hours ago. I guess 9to5 wanted to be first online to shout about it.

@jkntech @9to5linux that is the release. It is tag 3.0.0 and even has marked it is the release. @GIMP can you comment on this one?
@madalinignisca @jkntech @9to5linux It takes time to make a full release and we were waiting for all our 6 official packages to be ready (made by contributors from all over the world on all sorts of timezones).
It's just that news outlets want to be the first to announce stuff (even before we do!) and that confuses people (for a good reason! Which is why we don't do this and wait for all our packages to be ready before announcing).
The tag is only one step in a much longer release process.
