@neil Probably does, and on who you email and what weight they give to the RBLs. Also a lot of ISPs block port 25 traffic, though that of course depends on the ISP. Still, I would stand by that if you want your email to be reliably delivered, using a residential IP will usually be a challenge even if I overstated that a bit originally. (I also wouldn't count on "it works for me right now" to necessarily be a durable thing.)
