Your point about resources is apt. Larry Rosen argued since 1990s: FOSS licenses needed attorney's fees clauses. I still disagree w/ him, but it'd've solved our enforcement problem (& created many others).
Based on 25 years of enforcing #copyleft, I witnessed in the early days, no one imagined that software companies would ignore a license's requirements (be it FOSS or proprietary). I know that sounds so naïve today, but it was a core belief of FOSS enthusiasts in the early days.
