The other aspect is UI design to make the package manager's issue tracker (or even email address) more discoverable. Which when I look seems quite easy!

For apps, its trivial for them to add a "Report Bug" menu option to app icons' context menus.
Adopt Appstream if they don't already have a bugtracker metadata field.
Add a command linking to it!
