@LabPlot meh. *anyone* can become an open source maintainer, i am one myself. the question is if what they are maintaining is worth a damn (my projects for example, are not).
so a "fair" metric would relate what someone is getting paid for maintenance to the gross revenue of corporations using the project they are maintaining.
On the one hand, your proposal seems reasonable, but on the other hand, by analogy, would you expect that only those scientific projects or business investments that have already proven their value in the initial stages of development should receive funding? It seems that these types of ventures also need funding to turn an uncertain prospect into some value. The same may apply to an open source project.
Anyway, it is good that these issues are becoming the subject of public debate.
